You might get a better idea on a certain aspect of tuning here by going to either extreme and the other and finding out how massive one plays into your personal favor.
All in all, the way the settings DO effect driving makes a Test Course almost mandatory, because going a full C1 round to do a bit of tweaking and find the differences is almost impossible.
I'd say *most* of the suspension related settings actually do have an effect (Springs, stabilizers, LSD, torque balance, etc).
