your cpu is holding back your gpu causing those maybe hitches. you can tell cause the gpu isnt at 100% at all through the benchmark. i have the 5800x3d too im already looking into getting the 9800x3d now cause on other games "not" just gta enhanced but my cpu is holding back my 4080super. hope this helps.

Optimized piece of garbage this thing. Nothing wrong with your spec (obviously) you have a more than powerful enough desktop. Let it go Queen and come back when they patch it up. They're ton's of other stuff to play in the meantime. You'll meet again!
