2 Holy Sites for Reformation

This is a little mod that reduces the number of holy sites you need to hold to reform a faith down to 2.

This works for the AI and the player. I like making it easier for the AI to reform faiths, since it leads to more variety in alternate history paths especially for the 867 start which has a lot of unreformed faiths floating around.
