Right after multiple attempts I got 'Ghost of the past'. I had to fully close the game and then restart it for the radio to appear. Appeared on two restarts and I kept messing up. Then the radio stopped appearing so I restarted the computer (I don't know if that helped or if the radio is really a random % spawn).

Spawn in. Go down the stairs. At the bottom on the right next to you is the radio. Do not walk past or away from the radio or it will vanish. Left click and until you hear "Can you see me" and sound stops playing. Then leave the house and go straight until you get to the police cars. Top left window of the white house will be an old man floating about. DO NOT GO INSIDE OR NEAR THE HOUSE. Head to the corn field (the way the old man is facing), past the little boy and chicken until you get onto the chalk outline. Make sure to on top or close enough while looking at it until you hear the chime music sound. Left click the chalk outline. Then go back to the house, through the back and up the stairs, first door on the right. The old man should be standing there. Talk to him and after his speech the achievement will prompt.

Hope this helps. It's not bugged but you can cancel it various ways at any point. Took me about 5-6 attempts.
