Not your fault, blame the game!
If your PC meets the system requirements and is fast enough to run the game with all graphic options on, wind will be abnormally strong and make all of your bridges collapse no matter how formidable they are. The game engine and physics are wonky as hell and not having low-end computers makes this game unplayable, how ridiculous! I believe you are here after you've followed walkthroughs and built exactly the same bridges just to see the wind blows up everything. So, how do we fix it?
The key is to limit your processor speed to reduce in-game frame rate.

A simple way to downclock your CPU:
Go to "Control Panel" to "Hardware and Sound" to "Power Options", select a plan you are gonna use and click "Change Plan settings", click "Change advanced power options", scroll down and expand "Processor power management", set "Maximum processor state" to around 10% ~ 15% as shown in the picture below, hit "Apply".

Note 1: Once you are done playing the game don't forget to change "Maximum processor state" back to 100%. Otherwise, your PC will run like potato.

Note 2: This guide is based on Windows 7, desktop. The instructions can be slightly different depending on your system but you shouldn't have any problem.
Or you might as well just watch this video.
Cheers, fellow completionists and achievement hunters!

Thanks! This solved the wind issues for me, I did have to put it at 5% to fix it.

Still accurate, City 12 was literally impossible without this, thank you so much!
