Try this:
All Loot off except for: Tools, Ranged Weapons and vehicles set to extremely rare; ammo set to rare.
No: Water, Electricity, Food, Gas in Gas pumps, Starter Kit (i.e. no bag), Survivor Stuff, Car Wreck Congestion & No Zombies.
"Any" Vehicles in game have between Normal - High Fuel.
