The most up to date version as of January 2025 is FODD 2.5.1.2 running on HOI Darkest Hour 1.05.2

2. Once you download the FODD 2.5.1.2 file from the mediafire link extract the zip file and simply place it in the mod folder where the game is installed.

Some say that the Enclave Board are actually part of the ancient Illuminati. They recently suffered a set back when the 'Chosen One' destroyed their Poseidon Oil Rig facility off the coast of San Francisco. President ♥♥♥♥ Richardson was killed in the attack. They had to relocate to their secret bases off the coast of Alaska. They have rebuilt their strength and they still scheme for world domination. They have powerful forces, high technology and footholds on the mainland in Navarro Base and Anchorage.

The New California Republic
It ain't great but its better than everything else.



NCR is a democracy developed from what was once the town of Shady Sands. Shady Sands assimilated other settlements and groups in their vicinity and formed the New California Republic and NCR has went from strength to strength since then. Through it's tolerant liberalism and cunning politics, NCR has developed into a strong nation with good trade and an effective army. They are a democracy and have good relations with many other groups. They are striving to unite all minor groups under the NCR flag with the aim to rebuild humankind and free them from the scourges of hard life in the Wastelands. NCR offers safety from the attacks by raiders, mutants, wild animals, and other terrors of the Wastelands. NCR has considerable territory on the west coast under its command. There is a growing tension with the Western Brotherhood of Steel whose Regulars backed by power armor Paladins closely patrol the borders. Some say that there will be war between the two. Also, Vault City is currently trying to ally with NCR. First Citizen Lynette has just completed a long diplomatic mission to NCR and has now returned to rule her people again. Will NCR ally with Vault City though there are significant idealogical differences between the two? Will NCR be influenced by Vault City's racial purity outlook? Or will NCR make Vault City soften their harsh policies? The answer and the outcome of relations with West BoS will shape the future of the Wastelands.

"The Brotherhood of Steel is a secretive Order founded just after the Apocalypse by Captain Roger Maxson of the US Army. After seeing with disgust the terrible secret experiments being ordered by the US government in Mariposa Military Base, he led his soldiers in a mutiny. The War had finished all central authority anyway. So Roger Maxson led his soldiers and their families in the great Exodus to Lost Hills where they built a powerful bunker complex for their safety. This marked the birth of the Brotherhood of Steel. They have a strong code of behaviour and their quest is to recover and preserve pre-War technology so that Mankind might one day re-emerge from this post Apocalyptic Dark Age. Secretive and isolationists, they operate from Lost Hills. They also have small bunker outposts scattered throughout the western coast from which they launch expeditions to recover tech and sometimes recruit. \n""There is a deep split in the Brotherhood these days. There are dissenting voices within the order. You see, the Brotherhood has been in decline for decades now. Several costly wars depleted their ranks and they hardly accept any outsiders as new recruits. The new rising nation states have closed many bunkers to weaken them further. One rebel group got so fed up that they were exiled eastwards and founded the Midwestern Brotherhood. Still, only a fool would dismiss the military might of the Brotherhood of Steel, for they still have their feared Paladins in power armour suits wielding plasma and laser weaponry. They start in the powerful and fortified province of Lost Hills, almost surrounded by the New California Republic. Can the descendant of Roger Maxson guide the Order through these troubled times?

The Midwestern Brotherhood of Steel




There is a split in the Brotherhood of Steel. In the end of the 22th century, a faction of the Brotherhood began to loudly advocate for increased contact with the outside world - to not merely share their discoveries, but to actively recruit outsiders. A dispute and schism happened, and in the end, the isolationist factions won. In order to be rid of a dissenting faction without bloodshed, they sent them to track Super Mutants Remnants east, flying a fleet of magnificent but faulty airships of entirely new construction. An exile and suicide mission in all but name. After flying over the mountains, they crashed during a great storm. The survivors built an improvised camp and met the local people. Soon they began to understand that if they wanted to preserve all the achievements and knowledge of the Order in this forsaken eastern land, they must have a 'safe zone'. So the Midwestern Brotherhood began to exchange some technology for food, basic materials and recruits so their Order could survive. Finally, the dissenters of the Brotherhood could put their beliefs to the practical test - Would Outsiders make good recruits to the Brotherhood? Of course, the new tribal and Wasteland recruits were not educated like the carefully selected members of the original Order were. The local villages and tribes also lacked the machinery to process large quantities of material unlike the original BoS base. So the Midwestern Brotherhood has adapted many of their Order's rules in order to survive: they have made labour camps for production, started recruiting (later forced conscription), made an entirely new rank system and most shockingly, shared some of the Sacred Technology. They were then embroiled in a great across the Midwest from Illinois to Colorado, fighting Raider hordes, Mutant Psyker tribals know as Beastlords, a powerful Mutant Army led by the renegade and insane Gammorin (actually Paladin Latham, once one of the Brotherhood's Paladins), a techno-cult know as the Reaver Movement, and lastly, the cold, unbeatable, inexorable Robot Legions of The Calculator. Quickly, due to the strain of war, they have transformed the old system into a militaristic, expansionist state with little regard for all who are not part of the Brotherhood. They do this 'For the good of the Wastelands'. The Midwestern Chapter has retracted some time ago, but expanded greatly in recent years. They defeated the many raider bands in the great ruined city of Chicago and this is now their headquarters. The factories are filled with slave labourers who work day and night producing materials for the Eastern Brotherhood. The greatest threat to the Midwestern Brotherhood is the resurgent Mutant Army on its borders. It seems that war between the Brotherhood and the Mutants is inevitable. Such a war would be brutal and hard fought. It is said that in the Brotherhood of Steel symbol the gears represent their engineering knowledge, the sword is their will to defend themselves, the wings are uplifting hope, and the circle is the wholeness that makes it a brotherhood. These are their original strengths. Will they sustain the Midwestern faction through the coming trials? Perhaps one day they will even reconcile with their western Brothers?

Broken Hills

For a township founded on a fight between a Brotherhood Paladin and a Super Mutant, Broken Hills is doing rather well. This is the only place where you can see Ghoul, Human and Mutant living side by side in relative peace. Broken Hills is a large town that has a uranium mine and a working power plant. It is large and prosperous. And by the way, having a few Mutants around doesn’t hurt when raiders come knocking on the door either. Broken Hills is a Wasteland state with the unique advantage of being able to use the benefits of all three biological races. There are challenges in that though, as tensions often emerge between the races in Broken Hills. Sometimes troublemakers stir things up and then the Sheriff's Office has to go bust some heads to clean things up. One of the Chosen One's companions was a mutant from Broken Hills named Marcus. He left at short notice several years to go assist his old friend and has never been heard of since. His deputy Antonius has since stepped in to run the large Sheriff's Office of Broken Hills. Broken Hills is a relatively minor power bordered by more powerful nations. Its independence is increasingly under threat from neighbours like Vault City. There are also wild rumours of intelligent mutant rats living in an underground warren of tunnels nearby with human slaves as soldiers. Will Broken Hills survive these troubling times?

From a Chinese submarine and the survivors of San Francisco emerged the Shi Empire. It was the war between China and the USA that caused the Apocalypse, but once the Bombs started falling, no one cared about politics anymore. Everyone was too busy surviving the fallout and the plagues. So a Chinese submarine hiding off the coast berthed and joined with the survivors in San Francisco. Now, 167 years later, the Shi Empire is a vibrant, powerful and growing nation in the Wastelands. The all-knowing Emperor rules the Shi from the Steel Palace. Under such guidance, technology has flourished and society as a whole has improved beyond what any thought possible in the Wastelands. The Shi Empire is ready to make its mark on the world and they see no reason why they shouldn't. They have one great rival though: the Enclave. There is great hostility between these two groups. Their spies and emissaries are waging a covert war for power and influence. Both have very advanced technology and naval forces. It is rumoured that the Shi have in recent years restored their original submarine to working condition and that they are developing other secret technologies. Will this rivalry with the Enclave erupt into open war one day? Only the inscrutable Emperor and his advisor Ken Lee can know.

Many robots survived in scattered military bases and some supercomputers also survived in deep bunkers. One such is known as Mainframe: a self aware AI. \n""Mainframe determined some time ago that the very existence of machine life was under threat. So it has gathered as many of the surviving robots as it could to form a Robot Nation in the middle of the Wastelands. The creation of this nation is a miracle and testament to the capabilities of Mainframe. The Robot Nation is trying to find a way to remain independent and to flourish. They have manufacturing centres creating early model robots and other technological products. The Robot Nation will try hard to take control of old computer centres to salvage information that could be helpful for them in the future. There are some humans, ghouls and mutants living in their lands, and so far they have been ruled benevolently (if somewhat coldly). How Robot Nation will interact with biologicals in the future remains to be seen. There are rumours of other mainframe AIs still out there in the Wastelands. Robot Nation starts with a lot of industrial power but is critically short of rare materials. Technologies may assist with this. They need to build and then upgrade a strong army if they wish to remain free. Robot Nation can build auxiliary biological troops.

The Nuka-Cola Corporation was one of the biggest pre-war soft-drink manufacturers in USA. Their star product Nuka-Cola was wildly popular worldwide, and remains so in the post-apocalyptic USA thanks to the large number of bottles surviving to this day. \n With the ever increasing nuclear threat, the Company reinforced the main facilities and initiated the construction of subterranean vaults to protect their assets. Despite their best efforts, when the bombs finally fell most of their employees ended dead either as direct casualties of the war or due to raider attacks. There was an exception to the above: the productive plant of Atlanta. Seeing this savage new world, the executives of Atlanta sealed the plant for 100 years before emerging. With their superior weapons and bargain skills, they managed to gain control of the city. Since then, they have been dealing with multiple raids and the local wildlife with no defined goal. With limited manufacturing ability, only a great leader will lead them to prominence.

Turns out their fear that mankind had degenerated so much that its sinful nature would eventually consume the world in nuclear fire was proved right. Many Mormons survived under the Earth, and waited the time to return, perhaps to create a new Garden of Eden. \n\n""Returning to the surface world in 2190, the inhabitants of Vault 70 funded the town of New Jerusalem in the ruins of Salt Lake City, using their three GECKs. The new Living Prophet, Judah Black, lead their people to Ogden, where the town of New Canaan was founded. There, the Mormon flock managed to rebuild their lives. Recently, the tidings of war have been driving refugees to the town, where they are kept in decently-maintained refugee camps. The refugees have been causing tensions and make the more reserved Canaanite folk fear a bad influence to the young folk coming off the heathens of the wastes."" \n\n""Despite that, they welcome all and deal fairly with the peoples of the wasteland. They're strong enough to defend themselves, and are know as pious, industrious and honest people. The new tidings of war coming from the west, where the relations between the NCR and the West BoS deteriorate and from the south, where the armies of the recently-formed Caesar's Legion seek war against the local tribes, have raised concerns in New Canaan, and many fear waves of refugees swarming the town and leading to its destruction. Will New Canaan survive these turbulent times, or will their piety turn out to be foolish naivety in the end?"

Vault City sprung from the population of an intact Vault many years ago. They emerged generations after the War and had a working G.E.C.K. - a Garden of Eden Creation Kit. This was used to make fertile conditions for growing crops. Through their GECK, their pre-War machinery and their technology, they prospered and have become a powerful nation. They have developed into a highly organized society with strong rule of law under a governing council. The city streets are clean, the citizens are educated and well fed. But there is a darker side to Vault City. The government acts for the 'good of all' in a highly controlling way. Only Citizens have rights in this society. They have indentured servants who are virtually slaves. Most of these are criminals, but if you have a sixth toe or some other minor 'aberration' then you might find yourself convicted of a crime and indentured. Mutants and ghouls are forbidden in Vault City. Vault City is a place where there is one rule for Citizens and one rule for all others. It is almost impossible to pass the citizenship test for an outsider. So they are highly insular and generally oppose any contact with the outside world, though this is slowly changing as the Wastelands change. Having problems with energy, their eyes are on Gecko with its high energy production. Gecko is a ghoul town and their future if conquered by Vault City would be bleak. Vault City has well developed industry and a strong military.

Caesars Legion
Comprised mostly of reconditioned tribals and their offspring, Caesar’s Legion is a powerful emergent nation. Led by the charismatic and cunning Caesar (a former Follower of the Apocalypse named Edward Sallow), the legionnaires are a well-organized fighting force and absolutely merciless in their slavery. Mimicking the ancient traditions of the Roman Empire, their soldiers dress in segmented armor reinforced with metal plates and decorated helmets. No one knows where they got their knowledge of ancient history. Strange things happen in the Wastelands. Perhaps it was an old history holovid found in the remains of a Pre-War school? Some whisper that Caesar is actually insane, believing he is the reincarnation of Julius Caesar himself and his dream is to carve out a great empire in the radiation blasted Wastelands. They whisper that very quietly, of course. He has often said that he feels 'out of time', like he was born too early and that he visited by a mysterious man when he was 14 who claimed he was from the future. This visit spurred Caesar to travel east from NCR to the tribes when he was 18 and the rest is history. Caesar established warfare policies in the Legion based on the concepts of divide and conquer and total war. The Legion defeated seven tribes east of the Colorado river from weakest to strongest, and completely dominated each faction’s land and people.

New Reno

Miles away, the faint glow of the lights of New Reno is seen in the Wastelands. From far away it even looks beautiful... but New Reno is the greatest hive of villainy in the Wastelands. It is a hard place to live in. Crime is rampant and your life is cheap. It is even harder if you don’t belong to one of the four great crime Families which rule New Reno. They have always fought and struggled with each other, leaving a bloody trail of corpses behind them. Yet they will work together if necessary to keep the cash flowing in. Recently a mysterious figure emerged and took over New Reno through a violent wave of assassinations and internal power struggles. Known only as the Boss, he now rules the Crime Families and has united New Reno. The mobsters of New Reno are now a serious power in the western Wastelands.

Spiders


With the coming of the Great War, the USA was blasted off the map. Slowly, the wild, mutated forests took over the area around Tampa Florida. Now it is a sea of dark green, a scarcely broken carpet of teeming, irradiated life. The few tribal hunters who have braved these dark forests speak of a nameless horror that lurks there. They speak of giant spiderwebs strong enough to easily snare a man. They have seen bear and antelope husks hanging twisting in these giant webs. Tampa is the land of giant, mutated spiders. The largest of these, the Royal Spiders, are semi intelligent and can control their lesser brethren. All are ruled by a huge, bloated Spider Queen who is as intelligent as a human. How did these mutated spiders come to be? The radiation? Perhaps. Another secret US government experiment gone wrong? Who can say. The fact is that they exist and they are dangerous. Beware those who enter the dark forests of Tampa!


Kurtz's Camp

Some say that war never changes. Others say that war is hell. Colonel Franklin Kurtz, once a special forces colonel in the US army, knows the sheer brutality of mankind like no one else alive in the Wastelands. He is a ghoul and was in active service during the War. His last assignment was to guard a US Army installation north of Las Vegas. Kurtz saw as seventy-seven ICBMs targeted Las Vegas, and were almost all destroyed by the advanced defense systems of Mr. House. However, nine missiles were not destroyed, and fell in several locations around New Vegas and Clark County. Those saved from the nuclear fire were not spared from its fallout. The fallout caused by the remaining missiles affected Colonel Kurtz and his special forces regiment. The lucky ones died of radiation poisoning. The unlucky ones turned into Ghouls, radiated parodies of humanity. Kurtz and his transformed soldiers have survived through the decades since that day, though not without many scars in their minds. Kurtz and his men turned their outpost into a trading centre between the west coast and the dangerous south central regions. While most smoothskins hated Ghouls, they were somewhat tolerant of Kurtz and his men and things were OK for a long time. Then the Mutant Army attacked them during their flight from the Brotherhood. Kurtz lost many of his soldiers, hardening his resolve and worsening his state of mind. In 2213 AD, settlers established themselves in the ruins of Las Vegas. Kurtz left them alone. However, due to the presence of New Vegas, constant raider atacks began in the area. Kurtz took action against those raiders and drove them away. However, in 2244 AD, a group of Mexican Raiders besieged New Vegas. Their horror tactics finally broke Kurtz's mind. With the help of his weary troops, Kurtz slew every last raider and began to raid all caravans in the area. Feared and hated by his neighbours, Kurtz has started to wage a war against everyone near him. He is killing and destroying mercilessly. His troops still obey every one of his commands. They have come to worship him like a god. Kurtz, who was once a strange protector of the Western caravans, is now the worse kind of monster himself. People in the western Wastelands can hear his insane rants coming from the few still working radio sets.


Necropolis

Necropolis is centered around one of the great ruined cities from before the War. There, in the radiated ruins of what was once a mighty US city, a large group of Ghouls are trying to find their place in the post Apocalyptic world. Two generations ago, they were led by the warlike Ghoul leader who called himself Set. He had connections to the Master who tried to conquer the Wastelands with his army of Supermutants. Luckily, the Master was stopped by the Vault Dweller, the great Hero of the Wastelands. So Necropolis has been known as the city of Death since those times and few are willing to risk going there. The Ghouls of Necropolis have formed themselves into a nation in isolation from their neighbors. Their big generator is repaired and working well now. Necropolis has energy supplies and other resources to offer and they now wish to emerge from their isolation. There is growing talk amongst all Ghouls in the Wastelands that perhaps they should unite for their survival against nations like Vault City which has policies of racial 'purity'. Only time will tell whether this can be achieved. There are rumors of strange glowing, white ghouls who live deep underground beneath Necropolis. There is a vast warren of subterranean tunnels beneath Necropolis, both sewers and the preWar subway transit system. And these lead to further chambers. Some appear to have been created in post Apocalyptic times. Many explorers sent by the surface ghouls simply disappeared. Can the current leadership of Necropolis establish contact with the glowing, white ghouls far below?



The States




167 years ago, the world was destroyed in a nuclear war. The missiles rained from the sky and fiery mushroom clouds bloomed all over North America. Then came the genetically engineered super plagues. What was once the greatest super power the world has known, the United States of America, was utterly broken and cast down. Order collapsed within hours. Many US cities were directly targeted and heavily devastated and much of the population was killed. Many more died later from radiation and the plagues. Large regions around major military installations became so radioactive that they glowed at night. The central government collapsed. Strangely, the President and much of his executive vanished without trace. But Congress, the Senate and the central bureaucracy survived. There were many deep bunkers in the Washington D.C. area which survived the intense bombardment. What was left of the US government emerged in due course to a shattered, almost non existent nation. They did not give up though. They voted the Chairman of the Joint Chiefs emergency powers and the few remnants of the US military attempted to keep their nation alive. This remnant of the USA has had many challenges and trials. They now call themselves the Former USA. Some time ago, they redefined their territories in the Sandringham Act of 2172 to just those regions of the northeast which they can still control. In that act, they gave up any dreams of the old USA. Recently, they barely survived the great Raider incursion of 2227 AD. There is a new threat now to their survival: the Dark Cathedral under Brother Cainite. These doomsday cult fanatics are about to rise in revolt in a bloody civil war. Will this last vestige of the mighty USA finally succumb to the post Apocalyptic darkness? Or will they somehow rise up to restore their lost glory?


Beastlords
Somebody once said to me, 'You die twice, once when you stop breathing and twice when your name is spoken for the final time.' Unfortunately for the wastes of America, the Beastlords apparently did both and still came back, this time have the potential to become a greater threat than before. After the death of Beastlord Leader Darr, the Brotherhood scattered and killed as many of the remnant raiders they could. The few that fled and survived gathered on the outskirts of Brotherhood territory, rebuilding their numbers and waiting for a new leader. Now, she has arrived and rumours soon streaked the wasteland of a mighty Beastlord with all the power of Darr but far more patient and cunning, Kena has reassembled the shattered Beast clans, reclaimed the town of Mardin and already are subjugating many of the nearby areas. Their abilities to control and tame wild beasts are once more becoming formidable, as are their stockpiles of weapons and ammunition. With the inclusion of several towns of tribals into their fold, the Beastlords regain their strength. The Mid-Western Brotherhood despite their best efforts, are short of men and time due to the resurgence of the nearby Mutant army, the Reavers and Junkers. The Beastlords need time to rebuild, to reassert control for once the time is right, Beastlord Kena will take the revenge her people have demanded so long and the Brotherhood of Steel will be shattered by tooth, claw and shell.


Calgary Confederation
"During the late Resource Wars, Canada was occupied and annexed by USA. The Canadian resources were exploited without restrain, transforming many forests into barren land. Protesters were first ignored, then shot on sight. On this agitated times, the 'first nations' within Canada suffered greatly. The Canadian resistance, while brave and determined, was hopelessly outmatched. This changed once the bombs fell. \n \n""The US military, no longer bound by a chain of command, saw little reason to remain. During the long night that followed, most of the occupying forces either returned to the remains of USA or were driven away by the resistance. The atomic fires that ravaged Regina brought a large number of migrants to the west of Canada. Over a century later, a conglomerate of First Nations, Canadians and US defectors inhabit the area. With the captured supplies and equipment, the have managed to create an autonomous and self-sustained community around the city of Calgary. Now, only time will tell what future awaits them."


Darien Tribes
Somewhere deep in the jungle live some little men and women. They are our past, and maybe... maybe they are our future. The small, secretive folk of the Darien Tribes live using their survival skills in the mutated, dank jungles of Panamá. There, one can hear the drums deep in the misty jungle beneath the tangled canopy. It is a sound few live to hear. For those who enter the deep mountain jungles of Panamá rarely return alive. Most end up as corpses impaled on spears placed at the edges of the mountain jungle, a warning to all who would enter the secret jungle world. The few lucky ones who enter and live, come back harried and wild eyed. They tell of the drums in the green twilight and ruined places overgrown with vines. Some even tell tales of a jungle that is alive and man-sized plants that trap and devour the living. It is said that the small Tribespeople worship the living jungle as their God and give sacrifices to it. Those civilized people of Central America know to stay out of Panamá. Yet there are tales of fabulous riches hidden in the jungles, so adventurers and bandits continue to enter them.


Dark Cathedral
The Dark Cathedral is a sect that has been building strength amongst disaffected people within the Former USA. Sinister and evil, the exact location of its headquarters remains a mystery. The Dark Cathedral is a doom cult that preaches that there is no hope, no mercy, no light, and that people must embrace this post Apocalyptic darkness. Led by the charismatic Brother Cainite and his Apostate Cardinals, they have seized power over much of the Former USA. Will their darkness swallow this last remnant of the USA of old? Or will they be driven back and killed as the psychotic fanatics that they truly are?


Den
There is an old story that some travellers once saw the flat endless expanse of the Wasteland and saw much to do and much to rebuild. Hope filled their hearts as they planned a new community. Ten minutes later they were captured by brutal slavers and ordered to start building the Den. Such is life in the Wastelands. Den is a rough place to live as it is the new headquarters of the Slavers' Guild. A few years ago, someone called the Chosen One came through and killed the chief of the slavers in Den: a slave lord called Metzger. For a while, the people of Den had freedom and hope. But some things never change... as soon as the Chosen One moved on in his great quest, the slavers returned in greater force than before. Den is a minor nation with dominance over nearby small settlements. It is nowhere near as big as New Reno. Yet the Slavers' Guild operates throughout the Wastelands and is rich and very powerful. They are not a power to be trifled with. Seeing the rise of nations like NCR and Vault City, the Guild is building an army of mercenaries and slave battalions in Den. There is even talk of forming some kind of Crime League with other nations like The Huns, Mexican Raiders and New Reno.


Gecko
Gecko is a large town in the western mountains and is the home of many Ghouls. Ghouls are those humans transformed by the radiation into shocking parodies of humankind. Their necrotic, shambling forms are seen throughout the Wastelands and they are often discriminated. While the transformation is not pretty, it is not without benefits. For Ghouls are hardy and long lived. In fact, some Ghouls are actually survivors from before the War and close to 200 years old, though this is a tiny minority. The ghouls of Gecko have one unique advantage: Gecko has a working nuclear power plant. This gives them a huge energy supply. Another advantage of being a Ghoul is that you are nearly immune to further radiation damage. Handy when it comes to running a decrepit nuclear plant. Gecko is led by Harold, a half Mutant, half Ghoul, who is the oldest of all Ghouls. There is talk amongst all Ghouls about creating one united Ghoul nation for their defence against powers like Vault City. This could maybe help them survive. Anyway, Gecko will be trying to dominate the energy trade all over the Wastelands. It will also try to develop good technology. Vault City does not tolerate Ghouls and is becoming increasingly aggressive towards Gecko. Vault City is also short of energy. Gecko has some talented researchers giving it a serious chance in developing new tech. Whether or not this will help it survive remains to be seen.



Harlequins
New Orleans was bombed during the great War. Then it was ravaged by super plagues and cyclones. Yet somehow its people survived. The people of New Orleans are great survivors. Their descendants now make a living in this ruined, radioactive metropolis. With the coming of the Bombs and the passing of so many years, a unique culture has taken hold. It is a mix of fatalistic philosophy combined with the original cultural heritage and strong Voodoo traditions. This all encompassing cult is called the Circus of Death and its members call themselves the Harlequins. They are led by Mama Creole, a powerful Voodoo priestess who rules New Orleans. The Harlequins dress in garish costumes and are fiercely anarchistic. Caught between the New Church of Texas to the north and west and Manitou Tribes to the east, the Harlequins rely on themselves for survival. They are not fond of any authoritarian state, especially the fundamentalist New Church. Will their anarchistic warriors be strong enough to protect their city when powerful neighbours come to take it from them?



Hub
The Hub is a great trading center that sprung up in the years after the Great War in the western Wastelands. It still thrives to this day. It is ruled by various merchant factions, including the Water Traders Guild and the Caravan Houses. Caravans from Hub ply their way across the entire Wastelands, even sometimes out east. Every year, there is a massive caravan party that winds its way through the western nations, visiting places like NCR, Shi Empire, New Arroyo. Many towns depend on this annual caravan and it brings Hub a great deal of money. Sadly, the Water Traders Guild of Hub has been in decline for many years now. New states are emerging in the Wastelands and are providing sources of clean water for their people. Luckily, the Water Traders used their wealth to diversify some time ago and this is helping them survive. The Hub is the center of a web of trade throughout the Wastelands and their merchants loan money when needed to many groups. It is only through trade and playing the major nations off against each other that a small power like Hub can retain it's independance. Recently, the diplomats of NCR have increasingly been seen in this city. They are applying pressure for Hub to join the Republic.
Ice Wastes
Junkers
Pittsburgh was once a great city of the mighty USA. That was before the A-bombs were dropped and the world turned to hell. Now, 167 years after the Apocalypse, Pittsburgh is a ruined, dank shell of what it once was. It's inhabitants call it the Pitt and they prosper from scavenging off the corpse of the old world. The Junkers can get you anything you need: micro fusion cells, pre-War weapons, restored machinery, computer holodiscs, anything. They have contacts all over the Wastelands, even as far as San Francisco to the extreme west. Life is very merciless in the Pitt. It is ruled by the clever Junklord, who plays the city's factions off against each other to maintain control. The Junkers are part of the Slavers' Guild, a powerful force whose grip is felt across the Wastelands. The Junkers feel increasingly concerned about the Former USA regaining strength. They have been funding dissidents within the FUSA who are flocking to a doomsday cult called the Dark Cathedral.

Kansas Free State
Kansas Free State is basically a collection of townships and spread out farming communities. Most of the population are ghouls. Kansas Free State banded together under the charismatic leadership of Rotting Robert a few generations ago. Robert is rumoured to have been a politician before the Great War when the radiation turned him into a ghoul. As the only Ghoul state east of the Rockies, this state is trying very hard to stay safe. Safe means guns, isolationism, and of course, farming radiated corn and selling it. Ghouls from all over the east come to Kansas Free State as one of the few safe havens for their kind. Sadly, Kansas is ringed with enemies. The nearby region of Texas is run by religious nuts whose religion teaches that mutated humans are abominations. The Midwestern branch of the Brotherhood of Steel have shown little sympathy and happily capture any stray ghouls they find to work in their labour camps. The Huns raid and show no mercy. There were some ghouls in Kansas who decided that enough was enough. They would learn to fight back and fight back hard. These are the Children of the Corn and they are developing into an almost mystical warrior brotherhood. Only time will tell if they can hold back the darkness that threatens to swallow Kansas Free State.


Manitou Tribes
Hear now my words for I am Shaman of the Tribes. A long time ago, in the Stone Times, this land was a place with cities. The buildings touched the very sky. They were taller than the greatest trees. People lived lives filled with machines and their hearts were dead. Then the sky turned to fire and Atomic spears fell down to burn the earth. Everywhere there was death, pain and suffering. It was the Apocalypse: the end of the world. Those few who survived went into the remote regions away from the burning cities of death. They learned to hunt and live off the land. In those times, there were some who remembered the Way of the Ghostdance from long before the Stone Times. They taught the survivors their medicine. The survivors learned again how to see the spirits and how to hear the song of the Earthmother. So we came to live in the Real World again, not the false world of machines. Now we have gathered together and are called the Manitou Tribes. For generations now our Tribes have been led by the Great Chief. He leads the Tribal Council. There are others in our lands too, those who do not follow the Tribal way. There are those who live in the towns of the coast and there are also the clans of the swamplands. But all are united and obey the word of the Great Chief. We understand the new world and are close to its heart. We hear the song of the Earthmother and we listen to the spirits. We must be strong against all who threaten us!


Mayan Empire
The Mayan people have suffered multiple disasters over the centuries. Not once but twice have the Mayan cities been mysteriously abandoned. The Spanish conquistadores and their diseases subjugated the remaining Mayan kingdoms. After centuries, the Spanish overlords were replaced with Mexican ones, which in turn were de facto annexed by USA. Then the bombs fell and the old world fell into chaos.\nAfter multiple struggles and conflicts, finally in 2240 a new leader has emerged. The newly crowned King Pacal IV has decided to lead his people to greatness and unify them under a Mayan Empire powerful enough to never again bow to invaders, no matter the cost. Will he succeed in his quest?


Mexican Raiders
Minuteman or Institute
The city of Boston, capital of the American Commonwealth. At least in paper, what with the nuclear devastation and all that. \nThis place would be a pile of rubble full of aberrations a long time ago if it weren't for the 2 major factions that inhabit this land: The Commonwealth Minutemen and the Institute. Ever since the incident of 2220, Boston has set up a provisional government with the backing of both factions. However, it has proved to be inefficient at dealing with the multitude of issues still present in the Commonwealth Wasteland. There are voices claiming for a change, and many of those seek the intervention of either faction to take effective control and ensure their legacy. What awaits this troubled place is for you to decide.


Minuteman
"The Minutemen were a civilian militia founded as a response to the constant threats faced within the Commonwealth and the inefficient responses from the so called USA government. Settlers armed and trained themselves, pledging to protect each other. After successfully defending Diamond City on 2180 from super mutants, most of the settlements in the area pledged support to their cause. \nTheir main base of operations in on the old Fort Independence, renamed The Fort, from where they coordinate all of their operations. Over the following decades, the organization has expanded its reach, now operating not only on Boston itself but also New Bedford to the south and parts of Manchester to the north. However, this hasn't been an easy process. The most recent example being the zombie invasion"" of 2220, an incident that saw thousands of feral ghouls swarm most of the New England Commonwealth. While officially the whole area was overrun, this is not quite true. While the invasion did occur and the government did evacuate the area, combined effort from the Minutemen, the Institute and USA defectors brought the assault to a halt. It took us months to fully regain the area from the 'zombies', but once done there was little interest in contacting FUSA's government. They abandoned us, why bother with them?.

Institute
"The Institute origins remount to the Commonwealth Institute of Technology, or CIT, a renowned university based in Boston, Massachusetts. During the Great War, a number of CIT personnel survived by taking refuge in the underground level of the campus. By 2110, the survivors and their descendants founded the Institute, an organization dedicated to furthering pre-War science. For decades, their members have dedicated themselves to the development of science, with marvelous discoveries and great failures along the way. \n""One of their first inventions were the synthetic humanoids, or synths for short, cybernetic organism that resemble humans. While the very first generation was intended as worker units, the ever deteriorating conditions of the wasteland made them realize a more forceful approach was needed. A decade later, the far more combat ready second generation was developed. With their new weapons, the Institute tried to aid the population of the Commonwealth with mixed results. While the population was weary of their motivations and begrudgingly accepted their help, the self-proclaimed government of USA was another matter. After many disputes, ranging from the ownership of the technology to their 'unlawful' possession of weapons, they retreated underground. Disillusioned, they decided to keep a low profile."" \n""For decades, the Institute watched the surface. Sometimes, a raider stronghold was cleared, or a weapon cache suddenly appeared. The institute agents acted in secrecy, fearing another debacle like the one before. Around 2200, with the waning influence of the USA government, the Institute started to act more openly, until fully revealing themselves to face the 'zombie invasion' of 2220. Together with the minutemen and USA's defectors, they managed to prevail. What followed was a tense alliance, whose final result was the 'Commonwealth provisional government'. It's success was short lived, as it proved to be ineffective. The Director has step in, taking over their functions ans promising a bright future. But for who?


Mutant Army


As a nation which consists of 'monsters', the Mutant Army is disliked by almost every single non-mutant faction. Of course, it does not help that 80 years ago they were led by the deranged Master. He was a horrid, mutant fusion of man and machine with prodigious mental powers and he sought to conquer all the Wastelands with his manufactured army of Supermutants. It was only the heroism of the Vault Dweller which brought the Master's dreams of world domination to an end. The Mutant Army is the remnant of the Master's army, grimly holding their territory in the northeast Wastelands. They rule their nation through the mailed fist of their military power. Mutants were once human but they have been transformed into hulking monsters of incredible toughness and strength. The transformation often diminishes their intelligence level, though sometimes intelligence is boosted instead. It is these hyper-intelligent Mutants who are the new leaders of the Mutant Army. They were driven out of the western Wastelands by the Brotherhood of Steel many years ago. They came east and conquered the ruined city of Minneapolis where their headquarters is now located. They recovered the Master's files and equipment and have set up dipping vats to create new mutants using FEV and have replenished their numbers. They have great military forces and they will fight against anyone who threatens their survival. The Midwestern Brotherhood of Steel is greatly concerned by the Mutant Army growing stronger on their borders.


New Arroyo
"After the Apocalypse, many people lost the old skills and technologies. It was a question of simply surviving. So most of the world was reduced to scavenging and picking over the corpse of the old world. As the generations passed, the old knowledge was forgotten in many parts of the Wastelands. People came to live in tribes and these developed a new, unique culture. Some scribes in the Brotherhood of Steel have postulated that some of these tribes were influenced by the pre-War traditions of native American people. Whatever the case, the people in the region of Arroyo in the northwest of the Wastelands became very tribal. The tribal life is one well adapted to survival in the radiated world. \n""Arroyo village was founded by the Vault Dweller with survivors from Vault 13 and became a tribe within a generation. You see, the Vault Dweller saved the Wastelands only to be cast out of Vault 13 by its fearful Overseer. So he took those who would follow him north and founded the village of Arroyo. They prospered under his leadership and then his daughter's when he passed away. Then the crops failed for many years. So the Chosen One, his grandson, was sent forth to find a G.E.C.K. and save Arroyo. The Chosen One did the impossible and retrieved one, while saving the Wastelands from a new threat while doing so. In his quest, he re-united the people of Arroyo with the people of Vault 13. This is a famous story in the Wastelands now. The two groups combined easily and then expanded to take in other tribes and villages of their region. With the technical skills of the vault dwellers and the survival skills of the tribals, New Arroyo is flourishing. The Chosen One then left on an unknown adventure and where he is now, no one knows. But many are waiting for his return. Some shamans speak of visions saying that the Chosen One will return and bring with him a new Destiny for the Wastelands. Can New Arroyo survive the attacks from a resurgent Enclave until its saviour returns?""";;;;;;;;;;X
HON_DESC;Descendants from Mexican drug dealers, corrupt police, and military, joined by ♥♥♥♥♥♥♥ coming from the north, the Mexican Raiders are a brutal group. They are perhaps the largest group of raiders in all of the Wastelands and they cause many problems for their neighbours. They have too many mouths to feed and not enough food. So raiding is a matter of survival to them. Of course, that suits the warlords who rule them just fine. Lucky for them they have plenty of guns because the New Republic of Mexico has survived and NROM would dearly love to see the Mexican Raiders slaughtered. The Mexican Raiders are part of the Slavers' Guild and are forging ties with raiders in the north. Can they hold back NROM?


New Church
When the A-Bombs fell in the cleansing fires of the Great War, humans were finally granted the heaven on earth they wanted. And that heaven is right here - in the fields of Texas, praise the Lord! Yessiree, we *are* the chosen people. The Lord spared us from the atomic fires and plagues so that we might do the holy work. Well, that work has changed now, brothers and sisters. Upon leaving the Vault of Austin, the Faithful found the world was filled with inhuman abominations. We must cleanse the new world of these monsters and spread the Word of the New Church wherever we can. We have pacified the lands around Houston and Dallas. There are heathen tribals to our east, abominable ghouls to our north, raiders to our west and heretic cultists in New Orleans. Praise the Lord and pass the Ammunition!






The New Church of Texas has been Reformed, brothers and sisters! We have suffered and we have bled, and at long last the corrupt have been purged from the New Church. We are born again! We still find the world is filled with inhuman abominations, so we must cleanse the world of these monsters and spread the Word wherever we can. Praise the Lord and pass the Ammunition, brothers and sisters!

New Republic of Mexico
"Prior to the Great War, Mexican scientists built numerous bunkers in Mexico City to protect key people and government officials. This helped greatly when the War erupted. Mexico was directly hit by the Great War, Mexico City turned into a radioactive ruin under nuclear bombing and its survivors, into squabbling raider tribes and ghoulish mutants. Neither it could escape the super plagues and the horrors of radioactive fallout carried south on the winds. Years later, when people left the Mexican bunkers, they did what humans do and rebuilt their shattered nation as the New Republic of Mexico (NROM). The tribes and gangs of Mexico City were subdued, through words or swords. A new nation was born. With careful guidance, NROM has survived to this day. It is a nation with farming, industry and decent technology compared to other great nations in the Wastelands. They are a great source of rare materials that fuel the economies of the Wastelands for those traders brave and strong enough to travel south. Mexico once had oil deposits in their nation. Some were secretly shut down prior to being fully depleted. These old oil wells are lost now, though perhaps they could be rediscovered. Mexico's greatest problems, however, are the Mexican Raiders who are the descendants of the great Drug Lords of the past. Mexico has an army and it might be able to defeat the Raiders and carve out a great destiny in the Fallout world. A newer problem is the rise of the ambitious K'inich-Ajaw (Great Sun Ruler, or simply Emperor) Pacal IV and his Mayan Empire in the Yucatan Peninsula. Some scouts even tell of a far-away power called ""NCR"" making forays into Baja California. NROM is a powerful nation in the southern region of the map. Some within the Mexican elites believe that this new age might be the age of Mexico, rising to become the most powerful nation of the continent... and perhaps, even the planet."


Permafrost
Pioneer Alliance
It was a while back and no one really remembers when the towns of Klamath and Modoc were formed. Not a lot to say about these towns... the people live their lives and do what they can. They farm, hunt the occasional mutated rat and survive. Don’t let that fool you though. These people will defend their lands with the grim determination of farmer folk who are used to living in the radiated Wastelands. A few years ago, the Chosen One passed this way and found out the secret behind haunting's at an outlying farm. He found there was an underground settlement beneath it, some kind of a cave-bunker complex with hundreds of people living in secrecy and safety. The Chosen One negotiated a deal between the nearby settlements and the people of what came to be known as Ghost Farm. This was very beneficial for all concerned. The Chosen One moved on, but in the next few years Klamath, Modoc and Ghost Farm united for their own safety. They are now called the Pioneer Alliance. They are a small power who fear being taken over by one of the big players. They have made strong links with the miners of Redding, but even if they allied, would they be able to hold off one of their powerful neighbours who attacked them?


RCC
The proud, independent people of Canada remember their history well, aye. The United States took over back before the Apocalypse and forced Canadians to do things their way. They changed bacon to ham: shame on them! When the first Bomb was dropped, Canada immediately declared it's Independence. Canada was devastated in the attack, of course. The USA had a lot of military installations and forces within Canadian territory, so they were hit hard. All contact was lost with the west of Canada, but somehow the government managed to survive. They held together a remnant of their country in the northeast which has survived to this day despite the nightmarish horrors of the post nuclear world. To maintain their history, culture and traditions, they elected their own monarch and renamed themselves as the Royal Canadian Commonwealth. Sarah O'Conner is the current reigning Queen. This nation is going well. They are developing new Wastelands technology now, like steam engines fuelled by the wood of the vast mutated forests in the north. They tolerate ghouls who can hold important positions. Yet there are inner tensions in this nation. In recent years, the savage, subhuman tribes of the Warriors of Ice have been growing bolder in their raids to the south. They have finally united under a fearsome leader called Krull and this presents a threat. Even worse, there is some remnant of the USA to their south, as well as Midwestern Brotherhood of Steel and the Mutant Army nearby. What will the RCC do? Ally with one of these powers? Fight them all? Her Royal Highness Sarah O'Conner has summoned her government for a policy debate.


Reavers
The Reaver Movement was founded many decades ago (before 2197) in the Midwest. They were raiders at first, but after finding a military cache in the Midwest, they started a religion dedicated to the worship of technology and everything around it. Some time later, they established their headquarters in the former city of Newton, Kansas, where Reaver scientists began to examine, research, and produce technology and weapons. They are very different from the Brotherhood of Steel since they feel technology has an important religious significance. In addition, they have religious beliefs in various technology-related fields. They are also more aggressive and have kept their likeness to raiders - acting like them when they come close to getting new technology. They were battered during the Calculator robot uprising and were absorbed by the Midwestern Brotherhood of Steel, but they never really integrated. They left the Brotherhood and formed their own faction based in Cape Girardeau. They have some technical aptitude, but are a very weak power. Can they survive?



Redding
It’s a mining town. It's a growing, rich mining town. As such, everyone from New Reno to Vault City want a piece of it. Run by Mayor Ascorti for a number of years now, it has managed to stay independent. Like all small players in the Wastelands, that independence is increasingly threatened by the new emerging powers like Vault City and NCR. Even New Reno constantly meddles in the affairs of its neighbour, peddling their vice, drugs, and guns wherever they can find a market. Redding supplies many nations with its minerals and it has a great standard of living now. Energy cells are plentiful so everyone has air conditioning and electric light. Redding has close ties with the Pioneer Alliance, but it will be a challenge for both of them to remain free.

Reservation
The Reservation, formerly known as the Los Alamos Nuclear Testing Facility, was a top secret military and nuclear research facility before the bombs were dropped. It was tasked with developing and building the nuclear missiles that went into the B.O.M.B. military satellites. The Reservation was nestled deep in the rocky hills of northern New Mexico where the government felt that no one ever think to look. However, the area around the Reservation was annihilated. It would seem that the enemy knew about the Reservation’s whereabouts despite the secrecy. The Reservation itself remained relatively intact thanks to most of the facility being underground. In fact, many people who worked at the Reservation survived the attacks. Some died soon after but the others became ghouls due to the heavy radiation. After a few years, the inhabitants of this underground base set their feet on the surface again. They emerged to the barren Wastelands and formed a community. Dr Willem Clark and nineteen volunteers set off to explore neighbouring lands. Dr Clark returned with maybe fifty other ghouls and this was the beginning. More and more ghouls flocked to the Reservation. Dr Willem decided to build a new society, a place where ghouls could be safe. He became a self appointed ghoul Messiah with a mission. With the help of his friend, Dr Sebastian, and under the protection of Colonel Green and ghoul soldiers, Dr Willem began work on Project Genesis to birth ghouls instead of relying on random mutation. Project Genesis has come to fruition in the last ten years. The good doctors are creating a new generation of ghouls: the Born. The process is a cruel treatment with only 2 percent success rate. There are never any volunteers so the Reservation has adopted harsh policies to gain subjects. The Reservation is a paranoid, closed society, with roughly two thousand ghouls in its facilities. The leadership faces enemies both within and outside. They have established contact with some slavers far to the east. Colonel Green would take power if he could and change the Reservation's harsh policies. They are small, but have high tech and they hold a still working nuclear artillery piece called Nuclear Nelly. What shall be the fate of this strange group?


The Huns
Long ago, in the mists of ancient history which few now remember, the Huns were a powerful army of steppe nomads who terrorised the civilised world. Could this be the inspiration for this group of violent raiders? Well, it's either that or an old biker jacket emblem that someone thought was cool. They are what you expect of raiders: violent, selfish and always looking for people to prey on. There are many raiders in the Wastelands, but this is a very successful group which has carved a nice niche for themselves through the power of their motorized gangs. They own many of the still working vehicles in the Wastelands. They use their vehicles to launch raids and then vanish back into the radiated deserts. Many years ago, the raiders in this northwestern region were taken over by a group known as the Khans. The Khans are now the ruling elite of this raider nation. Each individual raider gang is ruled by a Khan and all are united under one Great Khan who is the strongest and most ruthless of them all. The Great Khan rules over a merciless, bloodthirsty society where might is right and only the strong can survive. The Huns are worried by the growing power of the new states in the Wastelands who might one day decide to wipe out these raiders. There is talk of an alliance with other Raiders or perhaps a Crime League run by either New Reno or the Slavers' Guild based in Den.



Under-Nation
Rats... rats never change. Even though the underground FEV-infested pool of Rock Springs military laboratory gave them intelligence, they are still rats. You can never trust a rat. You can never believe a rat. They do not value life or death, love or friendship. You can never count on their mercy or good will because they have neither. Due to the FEV and other chemicals in the Sacred Pool they're now intelligent and a few among them even possess limited telepathic abilities. If you can imagine something more horrible, then your imagination is a rich one indeed. Few people know what lies in the caverns under Rock Springs, though rumours have now started to circulate through the Wastelands. All that travellers see is a large town and some scattered farming settlements, with a secretive people who stare sullenly at outsiders. There is an entire nation squirming in the tunnels beneath their feet, ruled by furry overlords. The FEV has prolonged the lifespan of these mutant rats to ten or even fifteen years instead of the normal four. The rats understood that they can control not only other rats, but also higher animals like humans. People who were driven into the underground warrens in Rock Springs to escape the horrors of the Wastelands met a horror even more terrible in the twisting tunnels. The rats, the Folk as they call themselves, took them as slaves. The only thing protecting the people of the Wastelands was that the rats never had a strong ruler to unite them - until a few years ago. The Founder is the greatest rat, the most intelligent, and he has formed the Rat Council from the telepathic Overseer class. The Rat Council came up with the idea to found religious cults amongst their two legged slaves as a tool to promote control over their subjects. They use their mind powers to reinforce these cults. Will the Rat Council satisfy its insane ambition and one day control the entire planet? Or will it's internal and external enemies overwhelm it? Can the Founder maintain control over the Overseers and the Rat Council? Only time will tell.


Vipers
When Vault 15 opened, the people came out to find a nightmare land filled with deadly radiation and mutated monsters. In 2097, led by a man named Jonathan Faust, a small group of these vault survivors got lost in the rad desert for a long time. These two hundred vault dwellers eventually located a small oasis around a crater-like pit. One amongst them, their very leader in fact, fell into a crevice filled with mutated pit-vipers, then disappeared. Three men followed him inside, and never returned, leaving that group of two hundred devoid of leadership and facing a crisis as their supplies exausted and one fourth of their numbers suffered radiation poisoning. Some who still had strength left their camp, while others remained, trying to come up with a plan. After a week, Faust returned from the Viper Nest. Very surprisingly, their hallucinogenic venom did not kill him. In fact He believed he was chosen by the Great Snake and he founded the group that calls itself the Vipers - a deranged group of religious fanatics who prey on the innocent as other raider groups do. For decades, they survived by attacking small towns like Shady Sands under the watchful eyes of the Great Snakekeeper (as their leader is known). They once boldly attacked the Hub itself in 2125, being almost single-handledly defeated by Argus, the founder of The Hub. This set-back, however, only stoked their rage. They were then one of the most powerful groups of New California, thriving and expanding with new converts and sacrifices. However, their reign of terror then was ended by the Brotherhood of Steel. Their growing might attracted their attention, as the Brotherhood sought targets for training. A simple training mission went sour as a helmetless Maxson the Second, Son of Roger Maxson, was slain by a poisoned arrow. This result in a vast purge of the Vipers led by the new Head Paladin (and future High Elder) of the Brotherhood, the mighty Rhombus himself. In a month, the Vipers were almost destroyed by the vast techno-military might of the Brotherhood of Steel and its paladins, leading to greater relations between the Brotherhood and The Hub. The remaining Vipers headed to the mountains, seeking to regain their power once more. That ended when the NCR was formed. The NCR army fought and nearly destroyed the Vipers, forcing them to move East. They survived to this day against all odds. They have a strong and secretive culture based around snake worship involving the hallucinogenic snake venom. They steal children from neighbouring lands to keep up their numbers. Those who survive the sacred Venom are the Chosen and those who die feed the Children - the snakes in their ceremonial pits. The lands they inhabit are rumoured to be filled with mysterious secrets, ancient bases from before the War where the US government had top secret programs. The Vipers joined the Slavers' Guild recently though they strictly control entry of the Guild into their lands. They are led by Asp, the current Great Snakekeeper. The Vipers realise that they are threatened by emerging powers like NCR and NROM, and mighty new rising Warlords such as the Caesar from Arizona. What will Asp decide to do? He laughs maniacally when anyone asks him.

Warriors of Ice
There, in the far north of the world, beyond the Wastelands and past the frozen realm of Canada, are vast snow covered tracts of wild land. They are eternally frozen under the distant, weak sun. When the USA annexed Canada in their Great War with China, they built military bases in the north. So when the Apocalypse came, China heavily nuked those bases. This has left behind a shattered, frozen wilderness filled with radiation. Somehow people survived in some regions and they have evolved into the Warriors of Ice. These are a wild, savage people who are so mutated by the radiation that they are no longer quite human. They are not ghouls, they are aggressive subhuman mutants. The Warriors of Ice are expert hunters and survivalists who live in primitive tribes. These brutes sweep across the frozen northern wastes to raid and savagely pillage human settlements to their south. They even go as far south as Canada and the fringes of Mutant Army lands. This is fine with Mutant soldiers, of course, who love nothing more than a good, hard fight!

White Legs Tribe
"The White Legs are a tribe operating mainly in the area surrounding Salt Lake City and parts of Nevada. They are hostile to all who are not White Legs or those they deem worthy, and are also known for scalping their enemies. They are a nomadic tribe, having never developed self-sufficiency, and survive only by raiding caravans, settlements and other tribes for food, medicine, and technology. The White Legs are composed overwhelmingly of very light-skinned individuals of Caucasian descent, and tribe members cover their bodies in a chalk-like white powder as war paint. They have a unique dreadlocked hair style, as well as white-and-red war paint covering their faces, some say this is due to the influence of an agent of Caesar's Legion. To the wasteland, the White-Legs are a bunch of good-for-nothing violent, murderous tribal ♥♥♥♥♥♥♥♥ who do nothing but plunder, conquer and kill. They don't cultivate, they don't create, they just fight and kill. They are geared for war and slavery. Now, new influences upon the tribe are shaping it to become even more of a scourge than before; gaining access to previously unknown stashes of pre-war weaponry."

X Marks the Spot Alpha / God machine
There is a place in the lonely north around Regina where lights constantly burn and machines scurry endlessly. It is a fortified bunker of huge proportions run completely by machines. It is guarded by giant armored war robots made before the War. Deep inside is a vast machine that is completely self repairing and self sustaining. This is the God Machine: still running and awaiting the orders of its government that never came. It was built to provide a high tech industrial capacity that would survive a nuclear war which could be used to help rebuild the USA afterwards. At the heart of this great machine is a ZAX mainframe. Before the War, the US government was experimenting with super computer technology and this line of research eventually led to the development of true Artificial Intelligences running on mainframes. The precursor mainframes in that development program included the ZAX series of supercomputers. The God Machine is run by a ZAX-Alpha prototype mainframe. It is not self aware, but the God Machine is a dangerous force waiting in the north.

Polar Station Zeta
The Chosen One saved the Wastelands from the evil scheming of the powerful Enclave and returned to his village of Arroyo. For a short time, he stayed there and coalesced the surrounding settlements and tribes to form New Arroyo as a new nation. Then he suddenly left, leaving his mother who is the Elder of Arroyo in charge of the growing nation. No one knows where he went, but he took many hand picked warriors to go with him. This is the power of the Chosen One's charisma, all seem willing to follow him. Unknown to all, he had found evidence that an automated doomsday weapon in the north polar regions had just become active and was on a countdown. He took his army into the frozen, hellish world of the Arctic circle. There, in the radiated snow and ice, he fought his way through the automated defence's and robot patrols to stop the countdown. When done, this gave him a new base to operate from called Polar Station Zeta. He has secretly been building an army in this base. He sent agents secretly to all parts of the Wastelands to recruit volunteers and gather intelligence. You see, the Chosen One had a vision. During the final battle he was gravely wounded and lay dying in the snow before one of his guard found him and saved his life. As he wandered in dreams while near death, he saw that the Wastelands could have a new future and a rebirth of civilization. It was revealed to him that he was the chosen instrument to bring this new age to the Wastelands. So when he was healed, he began the work to build Polar Station Zeta into a strong base from which he could return to the Wastelands and bring peace. He offers nations the chance to join this Jihad and he aims to sweep aside those of the old order who would keep humanity in the prison of the post Apocalyptic darkness. It is said that since his near death experience, the Chosen One has a silence and a power of presence never seen in anyone before. Even mortal enemies fall silent when brought before him and end up swearing fealty to him on bended knees. Will the Chosen One be able to finally bring the dawn of a new age to the shattered Wastelands? There are many great powers who will oppose him in a bloody war.

Hey man just wanted to stay I used to play this a lot years ago, Saw nobody commented want wanted to compliment you on your thoroughness, very comprehensive guide and a good mod I had a lot of fun with back in the day.

This Guide is a work in progress and will be updated as I play through each faction. All the faction descriptions are copied from the mod folder so if any unusual spelling or grammar exist here they also exist in the game.
