Propaganda is a tertiary project. Not a video game, but rather a comic series based in the psychic and ESP craze of the 1970s and 1980s. This was a real period of time in which human beings demonstrating psionic abilities became a point of fascination for not just everyday citizens, but the governments of the world as well. As the United States and the Soviet Union were locked in the Cold War, both entities began to look into paranormal phenomena. They each created secret initiatives in which they would experiment with the latent psychic power they believed humans to possess, all for the purpose of acquiring powerful psionic super soldiers and spies.

While in reality these experiments yielded no results deeming ESP as a pseudoscience, in the world of Propaganda, ESP is a very real property. As initial experiments into psychic power bore fruit, nations around the world would foster their own psionic superhumans to engage in deeper espionage and civil defense.

Kira is one such psychic spy. She is a telepathic specialist trained under the Soviet Union's Initiative for Parapsychological Defense (IPO), defecting from the country and fleeing after discovering the agency's true plans for her. The comic follows her exploits evading and foiling the occult operations of the IPO, allying with and battling against other psychic super spies from all across the globe.
