First you have to go to the mayor's house and save Henryk

Then, to prevent Abella from moonscorching you must never enter Tunnel 7 directly

The trick is to find three imperfect circles and draw Rher sigils on them (I used the lumberjack's house, the one shack near the train, and also the mayor's house). With that, it's enough to max out Rher affinity and get Golden Gates in the Hexen

So, using Golden Gates you can access the lower part of Tunnel 7 and activate the logic telectroscope without ever entering tunnel 7 (and therefore Abella never moonscorches)
