Step 1: The Setup
For this build, you need to have:
  • Minimum 16 Ego skeleton
  • Chronomancer and Acrobat unlocked (you'll need skills and perks from each)
  • 1 of the 3 perk slots unlocked
Buying chronomancer and acrobat requires 4 total chipsets, while you need 1 chipsets for the perk slot. The skeleton is going to be trickier since the max ego each skeleton has varies, so it's best if your max skeleton level is at least 4 if you wanna try this build out.

How you obtain these chipsets and the skeleton are up to you, but I found it easiest to buy chipsets from the rooftop market considering how much money you can get by doing side missions.
Step 2: The Skills
If you have met all the requirements above, congrats! You're now ready to become a living wrecking ball!

First, equip the Chronomancer's The World and Homura Protocol skills.

For a run-and-gun maniac, The World is only useful if you're about to get hit by an instakill bullet and you need time to hack it so it doesn't hit you, or if you need to hop into and spike a shareholder_server before the local security gifts you an additional $1 million in debt (afaik, there could be uses for it other than giving you extra hacking time).

But when you activate Homura Protocol, you can move normally while The World is active.

The fun thing about that is that your speed is measured as if you were moving in real time, meaning sprinting can let you reach speeds in the thousands. Remember this, it'll be important later.

Side Note: You can also activate your slug while both skills are active, further slowing down time and recreating that one Slow Mo Guys video where the world was 100 times slower.

Next, equip the Acrobat's Ram skill.

Ram allows you to deal damage equal to your current speed when running into enemies, and also allows you to shatter glass by walking into it.

I'm certain you can see where I'm going with this.

Lastly, equip the Chronomancer's Double Time perk. Mechanically, this doubles the length of time that TW, HP, and Ram are active for, which is very good given how much Ego HP and Ram cost.
Step 3: The Slaughter
With Ram, The World, and Homura Protocol active, you'll instakill pretty much every enemy, turret, camera, and pane of glass you run into, making this a very good build for assassination and flag capture missions.

Note: This build is also good if you have a skeleton with high speed, as you can still do decent damage with Ram after The World ends and you don't have enough Ego to use it again.

However, like with all builds, this one has some flaws:
  • Guns, melee weapons, and grenades are nearly useless while TW is active. Ramming someone is faster and more lethal than shooting them with your 1 mile-per-year snail bullets.

  • Doors take forever to open, and they only open if you're near them, so it's recommended that you use this on missions with lots of open space. I think there's a skill that lets you walk through walls, but you'll need to sacrifice Ram if you want to use that instead.

  • The World makes everything monochrome for the duration, meaning it can be difficult to tell the difference between a wall and a pane of glass if you don't pay attention to your field of vision.

  • Homura Protocol and Ram take up A LOT of Ego (8 and 5 per use respectively), meaning you can only use this strat once per mission unless you can refill your ego with other skills or have a high Ego cap.

  • It is rare, but some enemies you run into will kick you and force you to move as if HP was not active, which can lead to a wasted use of The World. Still figuring out ways to avoid that.

Let me know if there's anything I should change or add to this guide or if you have questions about the build or other skills. Have fun!

A year late but to add to this build, if you equip a Defiant skeleton + Heart Under Blade perk from medic + There And Back perk from necromancer + a good melee weapon you will become unkillable.
Every time your armor reaches 0 your ego is refilled and you just need to melee kill one thing (enemy/turrets/cameras/etc doesn't matter) to negate the death timer from Defiant
