In order to find the milk recipe you must first complete the cyber core up to getting the heavy armor clearance chip.

At the platform with the moving blocks you will have to jump down onto the roof of the teleporter bus aiming for these boxes.


The bottom left box is a morph spider and can be killed revealing access to the ??? teleporter


Proceed down the hallway and interact with the terminal and after a lot of story you will be given the milk recipe.

The recipe for the milk is as follows:

1. Set pot to simmer (2 fires)
   
2. Add a web spider
   
3. Increase pot to boil (3 fires)
   
4. Add a jumping spider
   
5. Add a radioactive spider (can be gotten with the decompiler)
   
6. Increase pot to roiling boil (4 fires)
   
7. Add a regular spider
   
8. It will turn white and you can press e to get the milk

All it does in my testing is give you the healthy effect.

I haven't found any use for it in my very limited testing, but I will update this as soon as something is found.
