My ratings try to summarise how useful they are at what their initial kit suggests, and how hard it is to do their missions. So since you need quite a lot of relic support for him to really shine as a dodgetank, I try and take that into account. He also has to compete with Alexandre being the yardstick in that role, and since he has no taunt without an expensive boss relic, its more he's a tough support.
But I'll try this build a bit more; and add an addendum as needed, I'm always happy to change ratings.
Only comment I have is that I think you're misunderstanding the position of Sandeep. He's frontline. His spirit shield and already high discipline means he can be quite a tanky menace with Energy Bracer and Shaolin Robe, and he can scale that even higher if you keep Incense on, due to his Samadahi making it scale off of Wisdom. Manta's level 2 and 3 healing and resist help him tank more, and the payoff for all that is how he applies Doom Prophecy every time he's hit, and 2 stacks every time he dodges, so you can even put Acrobatics on him for even more durability and debuffing! I personally use him with a Judge that has nigh-every debuff relic and a banker, which despite the fact it was originally a meme team to put everyone I could call 'just some guy' in a party, it genuinely does bring out the strongest sides of both him and the Judge, seeing as all those debuffs going around make Gavel and Judgement kinda hit like a truck.
