B: 'Readmit the Secessionist States' JE now no longer requires 20% Dixie loyalists in all Dixie homelands, instead requiring 90% of states w/ Dixie homeland to have >10% Dixie Loyalists and <10% Radicals to complete (in reference to the Ten percent plan.)
