After changing the launch options (and disabling fullscreen optimizations), the game starts in windowed mode. I just had to disable the "Bordas da Janela" option in the settings.
It might say "Borderless" if your game is in English. Mine is in Brazilian Portuguese.

Sounds like a scaling issue. Try this:
In NVIDIA Control Panel > Adjust desktop size and position, set scaling to Full-screen, check “Override the scaling mode set by games and programs”, and apply.
Also, right-click the game .exe → Properties > Compatibility > Change high DPI settings → check “Override high DPI scaling” and set it to Application.
Make sure your desktop and in-game resolution match.
This should help with the stretched characters.
