Description
Disables all AI factions on game start, as well as disabling the ability for the AI to create factions later on. Constantly keeps factions disabled for the entirety of the game, even preventing focus tree factions from properly forming

You should consider adjusting the corresponding national focuses. Countries try to form or join their alliances in a loop.
