Please make a backup of your saves before doing this!

Download and install MelonLoader first, installer can be found here - Github.com
Run the game at least once after installing MelonLoader, it should create a new Mods folder for you automatically in your game folder.
Extract and place "Evo_Drove_EnableCheats.dll" in the Mods folder.
That's it! Launch your game and cheats should now be enabled, the console can be opened using F1.
