REQUIRES CSS, no exceptions.

Basically rp_downtown_v4c is the most ugliest map ever made, and it's only popular because everyone has it. I hope to change that with this fix I put together.

The biggest thing I hate about v4c is it's lighting. Here are fixes on it:

- Dynamic shadows point to the floor!
- Light color matches the skybox
- Some artificial lights have been modified to a human friendly kelvin
- Light glow sprites don't appear through floors
- Sun has an overlay glow
- Self-shadowing on props, texture shadows, static prop polys


Other fixes

- Apartment doors aren't ♥♥♥♥♥♥
- Crates removed from white warehouse
- Various random props have been removed for more player building space
- Windows respawn properly
- Cubemaps are present
- Atmospheric fog matching the skybox


Additions

- Admin room
- Theatre ( pitch black, used for playx, admin controlled )


Odd changes

- The red warehouse is now for growing plants. No exceptions.
