As for submarines. Well the ship is rather fast and has super cavitation base shells. While you could technically duck under them that would put you under the floor in most of neter, especially the shallower waters the Steel Striders are in
As for the shell choice. While pure sabot might be more effective in 1v1s against heavily armored ships. AP-Frag is far more consistent in overall damage output. With sabot if you are lucky you can kill practically any ship in the game in a single volley, but that is a big gamble. AP-Frag provides plenty of penetration while also dealing consistent damage against basically any target, though it can over penetrate small ships.
The offensive laser system is mostly AA to counter nukes and drones. Its not really a anti ship weapon. But because the cannons are set to synchronise fire there is no LAMS in the game that can block its firepower, you would need to be a massive laser brick to manage that but its not impossible, though shields do deflect a decent amount.
