Prolonged hostilities caused by the aggression of the Aenum Republic forced the Outer Planets Consolidation to reallocate resources in favor of the military sector and related industrial complexes. Because of this, the parallel active development of Far Frontier, which also required a lot of resources and people, was put into question

Not wanting to completely freeze the project, the OPC Council decided to significantly reduce the budget and switch research and colonization missions to the cheapest possible equipment. To accomplish this, the Consolidation Engineering Bureau set out to develop a light reconnaissance vehicle with the ability to operate autonomously for long periods of time,to the Ontosh Shipyards

The development resulted in two light scout vehicles whose prototypes were unveiled at Pax Consolidation. As a result of short-term testing, the Council decided in favor of a design called Dragonfly, a light and small helicopter with everything needed for missions on board. The second prototype, the Butterfly, was in turn sold to a private corporation that wished to remain anonymous
