You need to start the mission 343 Guilty Spark and this is the mission that the terminal is found on and the terminal it is on the part of the mission where you after you enter the bunker and you are about to come out of the bunker on a elevator you will need to get to the elevator where you are leaving the bunker on and this part is almost at the end of the mission.

The terminal on the mission is at the part where you go on a elevator that leads out of the bunker and it is hidden near this elevator and in the same room as the elevator do not go on the elevator yet the elevator will take you to another room that the terminal is not in this room that the elevator will take you to and you will not be able to go back to the room where the terminal it is is in the room that where you go on the elevator but not the room where the elevator will take you and to find the terminal the terminal in the room is when you use the elevator to get to the other room where the elevator is not in and you will need to use the elevator to get to the terminal you need to jump off the elevator and land on the place where the terminal is when you use the elevator you will need to jump on a roof nearby and there that is where the terminal is and to see it the terminal has a glowing yellow light there is a picture for you to see what it looks like on this guide and as you are on the elevator you need to actitavte it and jump to where the terminal is on the roof where the terminal is and actitavte it and the video will play.
