Reduce culture reform time and cooldown.

• Reduce time needed for a reform to be effective.
  
• Reduce cooldown time between reforms.

Reform application:

• Minimum duration reduced from 5 years to 2 years.
  
• Maximum duration reduced from 30 years to 10 years.
  
• Counties reduction factor reduced from 0.2 to 0.05 per county.

Cooldown between reforms:

• Base time reduced from 50 years to 10 years

They make the reform so damn fast that you can even get it done in a month. Too unrealistic to me.
