E3 Louisiana Banner Restoration [Vscript]

Opis
Have you ever noticed how the parish lacks a lot of details from the e3 footage? however unlike the other missing content , the unused E3 banner model is actually in the game files and it has his own texture which are shared from the same vtf file as the railing decorations.

"This Vscript only adds the Banner prop itself.... thats all"

A standalone version for those who might want to see the unused banner in-game w/out extras.
this is just me attempting to do a port to vscript from t.a.c.m , it should work on all gamemodes.
(WORKS ONLY ON HOSTED LOCAL AND SINGLEPLAYER SERVERS)

Should add another line to prevent the floating lightpole on all maps.

Hey NB, your mod has a bug that will spawn a random lightpole in mid air in my local server
