1 - Open the game installation folder* where the AWE.ini is located and edit the file with a text editor.
*Right click on the game in your Steam library > Manage > Browse local files


2 - Change the predefined g_language_name line to the language you prefer:

g_language_name English // Default
g_language_name French
g_language_name German
g_language_name Italian
g_language_name Spanish


3 - Save the AWE.ini file with the text editor and launch the game.
The loading screen will be displayed in your language already.
Why?
After searching the steam forum, gaming wiki pages and other sites, how to change the language of this game, i ended up on a torrent page which brought up this solution.

Because the Steam version not include the installer and the files are already extracted, the language set option is missing.
Sadly the Steam store advertise this game wrong in the languages section, even all the other languages are already included in the game files.
It should look more like this:
