A small mod that allows for more title men at arms and larger imperial armies.

Starting at tier 2, the bureaucratic administration realm laws now increase title men at arm size and regiments, at the cost of reduced levy size and reduced personal men at arms.
The Enlistment cultural tradition, potentially available to everybody, further increases title men at arms size and regiments at the cost of reduced levy size. The AI will never take that tradition.
I haven’t balanced or tested the mod a lot. Right now, with the Enlistment cultural tradition and absolute autocracy passed, you are at -130% levy size in total, which in some cases should still leave you with some levies left, from martial skill, innovations, buildings, and so on.

This mod is not compatible with any mods that edit the 00_realm_laws.txt file, one file will overwrite the other. The cultural tradition should be compatible with all other mods though.
