on your map, when you select a location. there will be 3 icons. a radar (kinda looks like a soccer ball to me), a star, and 3 quarters of a circle (or stop watch, depends on how you look at it)

Radar:
if the symbol says 0/1 there's a scan there, if its 0/0 there isn't

Star:
this means there's hats hidden at that location if it isn't 0/0

3/4 Circle:
this indicates how many agility orbs are at certain location

do everything listed above at a location and the flag turns green.

hopefully someone finds this helpful, I know i would, because it took me 5-6 hours to figure out the difference between a green flag zone and a gray, and what these symbols meant.
