step 1

go to the local files. this can be done by clicking on the cogwheel in your library, clicking manage, than clicking browse local files.

step 2

click on valve, not valve_hd. click on resource, then scroll down to GameMenu.res and click on it.

step 3

open the file with notepad, and scroll down to number 14. you will see "notsteam" "1". change 1 to 0 and save the changes.

final step

open up half-life (or any other gold source game) and you should now see the change game option!
