Mod "fixing" certain ethopian mechanics:
-ETH_state_supporting_resistance_modifier now increases target resistance by additional 20%, making the resistance rise up high enough even when ai goes to different occupation policy.
-ETH_arm_resistance_decision now takes 2 days in order to prevent one rebelion from overrunning another before it starts making it useless, also adds 20 more resistance to make sure the rebelion can start.
- Focuses leading to "Develop the Horn of Africa" can be completed when required states are controlled by a puppet, preventing softlocking when completeing "A Federal Empire" before "Develop the Horn of Africa".
