Player Nicknames for ULX Fixed

This is a fixed REUPLOAD of Sosori's "Player Nicknames For ULX". Full credit to them for the original code.

In this reupload I have fixed the issue that prevented nicknames given via the addon from persisting across disconnecting and reconnecting to a server.

give nicknames via the command [ulx nickname <player name> <new name> <persistent 0/1>]

if persistent is 0 the name will revert to the steam name upon leaving the server or the map changing. If persistent is 1, the name will be reapplied whenever the player joins.

remove nicknames va the command [ulx resetnickname <current player name>]

this is always permanent

you can also manually add/remove/edit nicknames in the player_nicknames.txt in your server files.
