It ALWAYS works. It does not turn it into neutral unless a detective is present or you do a mission to get rid of said faction. If a territory's connections (the lines) are all connected to an enemy territory after YOU attack, it will always turn into your territory.
yes, but its really inconsistent. i have found it to work roughly 1/3 of the times i tried it, and even then it most often just turns the "cut off" territory into neutral instead of giving it to you.
i suspect the result is calculated by how many adjacent territories who controlls, but unless i can find something definitive for that, im not gonna include it in this guide :)
