I believe that the game devs intended the "???" to be a greek pantheon ruin so I'm going to presume that he's actually a Lamia which are snake people in the greek mythos, I presume he hides his tail because he knows that you slay monsters and he dont wanna die to your sword because presumably he sells equipment to the other monsters as well.

Or a tentacle.
