KX Increased Resources

Made this because KX changes some state id's so other increased resources mods would add resources to random states like steel in the sahara desert. So I fixed the state ids and added resources to parts of the map with little to no resources like the baltic. Some majors got resources added like the USA, Germany, and Japan but for the most part minors got most of the new resources.

If you want to make sure the mod is working, click the Leinster, Ireland state and hover your cursor over the resource icon in the bottom left. There should be a "Additional Resources: x", if you see that the mod is working.
