So if your like me you want to 100% complete the game but some of the achievements don't really make any sense. For this achievement you need to escort 5 npc's on foot in handcuffs, and what they DON'T TELL YOU is that these npc's can be rather 1. be found around the map or 2. Found in vehicles. Also regular Smugglers DO NOT work they have to npc's from around the map. I had to figure this out on my own, so I figured out the fastest way to get this achievement so you don't have to travel across 3 different places to get the npc's and this is how I did it:

1. Go to the Dinner, there will be 4 npc's you can arrest. (2 out front, 1 in the lobby, and 1 in the back.)

2. Always keep your eye on these npc's or else they will run away or they will some how fly away (has happened to me twice).

3. Go out onto the street and wait for a car, once you see one get in the way of it and shoot the npc in the arm. This will make them get out of the car so you can arrest them.

P.S.- The story mode characters can also be arrested like the 2 at saw mill, 1 at vlads shop, and ofc the 4 at the dinner if you want to do it that way but if you are going to do it this way I suggest just getting the one at vlads shop and keep an eye on him till you get to the dinner and arrest the other 4.

NOW YOU HAVE THE ACHIEVEMENTT!!!
