Capcom fixed the game? They literally did it when they posted about a mysterious "fix" that we all thought never happened but it literally happened as soon as they posted it. I'm going to leave how I feel about the subject matter OUT of this "guide." Cause I'm mad about this but I want every one to play again so I'll swallow those words.

Connect your CAPCOM ID to Playstation Network and Microsoft accounts respectively. Not just one or the other. You HAVE to have ALL Steam, PSN, and XBL accounts attached to your CAPCOM ID in order to play the game at ALL.
If you also own Resistance; this method will match you faster but also with more hackers but the hackers mostly stopped playing so you should be good on that front too.

If you have doubts of the validity of this statement I would like to defer you to link at least one account to your CAPCOM ID and it DEMANDS you close ANY Resident Evil game connected to ANY of the accounts so you can ACTUALLY connect. The crossplay button in game is completely aesthetic without linking your various accounts but works ONLY once you've connected your account.

Both this game and Resistance are very active due to the console communities. If you want to play these games again... Apparently we've been able to do it the whole ♥♥♥♥♥♥♥ time.
