Rail Grade Measurement. The lines are for when you rotate the rail. You can see how many lines are covered according to the angle.

Adjusted the scale according to the 22.3m of a AC4400 in the game. 22.3m / 6.25m = 3.5 ish

Anything over 2.0% usually requires slower speeds and special rules for freight trains. The technical max is usually around 4%. (See Saluda Grade in the United States.)
