Dead Air Starting Weapons Fix

For whatever reason, Dead Air's first, second and third chapters all spawn exclusively the SMG and Pump Shotgun as their starting weapons. This VScript fixes that problem.
Like the original, this is only for local servers and allows for the MP5, Silenced SMG and Chrome Shotgun to spawn.

Note: The Chrome Shotgun's placement on the first chapter is messed up, outside of that it's fine.
