In short, the game does reach a point (a lot) where the achievements just stop coming through. All you have to do is, close steam completely and re open the game. You do not have to play! All achievements will be received in idle but keep an eye on them. They will stop at random, and may start again. You will receive all of them.. eventually. Have fun!
