i rolled back to a slightly newer version trying to mitigate the terrible new versions they have recently pushed out. once cycles failed i tried the "material preview" and then it opened all those instances. as a software developer myself i do have some idea of what happened. but it is still no excuse for such a kernel level failure.
i have over 64GB let alone what blender uses from my 4090
it failed to start a clycles viewport render so i tried starting a "material preview" render
then it proceeded to open 17 instances of blender for literally 0 reason. what a terrible attempt at developing a program.
blender makes fortran look like better 3D modelling software
