Educational Exchange Resolutions

Adds the Educational Exchange Resolution, which are resolutions with a focus on external leaders.

Bonuses include increases to external pool size, more starting traits for leaders in the external pool, as well as the ability to hire leaders from all galactic community members.

Overwrites the can_get_external_leader_pool_candidate game rule, but nothing else.

The resolutions has a focus trait, just like all vanilla resolutions, allowing you to gain extra voting strength on the Educational Exchange Resolutions, as well as gain favors when they are passed.

Requires the Galactic Paragons DLC.

The last 2 tiers additionally requires the Federations DLC.
