Here is what I did in reverse order.

*Changed the resolution
: RESOLVED and kept working
(could not recreate after uninstall and resetting everything back to original configuration)

THINGS THAT DID'NT WORK FOR ME


*Enable Run As Administrator at the .exe file properties
: ISSUE PERSIST

*Right Click, Run As Administrator at the .exe
: ISSUE PERSIST

*Disable Controller Input
Right click on game from steam>> Properties>> Controller>> Select Disable Steam Input
: ISSUE PERSIST

*Tried launching all BETAS (rollback) from STEAM
: ISSUE PERSIST

*Checked Drivers on mouse (All Up to Date)
: ISSUE PERSIST

*Re-seated Mouse
: ISSUE PERSIST

*Unplugged/Disable all peripheral devices expect Keyboard, Mouse, Monitor, and Speakers
: ISSUE PERSIST

*Uninstall / Reinstall
: ISSUE PERSIST
