a) Start button
b) type 'windows firewall'
c) run it
d) 'outbound rules' --> 'new rule'
e) select game exe
f) 'block all' or smth similar

a) if your gpu is nvidia - proceed with steps below, otherwise - experiment based on following below
b) open 'nvidia control panel' (find out yourself how to find it, be smart)
c) 'manage 3d settings'
d) 'program settings' and select there 'wrc4.exe'
e) find 'vertical sync' option, set 'On'
f) tearing WILL occur sometimes, but it will be nowhere near as bad as if without this option set
g) start game, launcher will appear. Don't hurry, select 'video options' and untick 'v-sync'
