Installation & Downgrading
Installation
First, install FO4 and all DLC, except the High Resolution Texture Pack, using the Proton version of your choice.

Downgrading
Then downgrade to FO4 1.10.163.0 as described in the "Manual Installation" instructions on the FALON homepage[fallout4london.com]; the downgrader for Linux didn’t work for me.

Merge the downloaded content in ~/.local/share/Steam/ubuntu12_32/steamapps/content/app_377160 into a new folder called Fallout 4. Rename the original ~/.local/share/Steam/steamapps/common/Fallout 4 folder to something like Fallout 4 (version 1.10.984.0). Move the downgraded version of Fallout 4 to your Steam game folder, e.g. ~/.local/share/Steam/steamapps/common/Fallout 4.
I also recommend making a backup of the same for just in case, e.g. Fallout 4 (version 1.10.163.0).

In Steam, disable Cloud synchronization:

And set the game to only update when the game launches:

I also strongly recommend switching to Offline Mode in Steam to avoid that your recently downgrade game will be updated again.

Attention, setting the appmanifest_377160 to read only won’t stop Steam from updating FO4. The Offline Mode is here the solution of choice.

Finally, start the game to ensure that the downgraded vanilla game isn't crashing after a few minutes of game play.
Modding
Steam Tinker Launch Setup
In order to use Mod Organizer 2, the best mod manager for Bethesda Games, I installed Steam Tinker Launch[github.com] for Fedora:
sudo dnf copr enable capucho/steamtinkerlaunch sudo dnf install steamtinkerlaunch steamtinkerlaunch compat add
Once done, set Steam Tinker Launch as the compatibility tool for FO4, and then start FO4 to open Steam Tinker Launch menu.

Click on the Game Menu to set the Proton version of your choice under Proton options:

And gui as the Mod Orgnizer 2 mode.

Mod Orgnizer 2 (MO2) Setup
Next, go back to the Main Menu, and click on Mod Manager 2 to install the latest version. I you not already done so during install, create a dedicated Profile for Fallout London with all options checked.

Choose a theme for MO2 (e.g. Paper Dark) and change the path; I changed my Downloads to a mounted HDD, while keeping the rest on fast M.2.

MO2 Root Builder plugin (optional)

One of the main advantages of MO2 is that it doesn’t change anything in the game Data folder, which allows you to enable/disable at any time. With the Root Builder plugin, you can also install mods like F4SE through MO2, which keeps your game folder clean. This becomes very handy when Steam updates your game, then you only have to restore your backup, e.g. Fallout 4 (version 1.10.163.0).

Download the Root Builder[kezyma.github.io] and copy the content to the MO2 plugin folder ~/.steam/steam/steamapps/compatdata/377160/pfx/drive_c/Modding/MO2/plugins.

Follow the instruction to install F4SE (see example for SKSE).

Fallout London (FALON)

Install Fallout London as described in the "Manual Installation" instructions on the FALON homepage[fallout4london.com], i.e. zip the Data folder, rename it (e.g. Fallout London_2.31_revision2) and move it to MO2 downloads folder configured in MO2 Settings. Install it using MO2; double-click on the mod in Downloads.

Before launching FALON, you need to copy the fallout4.ini and fallout4prefes.ini that came with Fallout London mod. Under "Tools-Tool Plugin" you will find the build-in INI Files editor.

Now you can start Fallout 4 in Mod Organizer 2 and enjoy FALON by simply clicking on the RUN button.

Nevertheless, I would install all recommend mods, see Fallout London Downgrader[www.nexusmods.com] as well as some bug fixes:

I also would recommend the following config settings for the mods:
  • Buffout4 config (config.toml)
[Patches] BSTextureStreamerLocalHeap = false HavokMemorySystem = false MemoryManager = false ScaleformAllocator = false SmallBlockAllocator = false
  • X-Cell Fallout 4 (x-cell.ini)
[patches] ; Enables facegen support and removes freezes. ; If you find a character without a head, then he does not have a facegen, generate a face. ; Creation Kit -> Select npc's -> ctrl + f4. facegen=false

I have currently about 60 mods installed, and I am enjoying the game on 4k resolution and 60 FPS, no stutter, and almost no crashes.

MANY THANKS to the FALON team, for such a great mod (which is actually an entire game).
Disclaimer
I am pretty new to gaming on Linux. I installed Fedora (Nobara) Linux two months back and I am very impressed how good gaming on Linux works nowadays. It is such a great experience that I already delete my Windows 11 partition ... for the next modding advantage, Skyrim Nolvus 6 - not yet available.
However, I haven't done any modding on Linux, yet. I used the Fallout London to find out if modding on Linux is as easy as on Windows. The answer for me is: almost, considering that the Modding Tools are build for Windows. Besides of that it isn't any more difficult than on Windows.
