Basically you just have to hit the little rolling ink guys into him. I'm not sure why he loses a horn if you hit him normally, but if you find that to work, go ahead with that instead. If not, then launching the little rolling ink guys into him may be the only way that works. This boss is not an escape sort of thing though, let that be clear; you have to beat the boss to progress.
