DirectX 12 offers better performance for most people, DX11 could be tested on older hardware but most often than not it will not provide an improvement or it will be unnoticeable.
Also you reduced the game's resolution by 67% in [ScalabilityGroups] and the other options in the section lower the graphics options, which is something you should have ideally disclosed to the readers?
This is how games like Source ones are plagued with misinformation and scripts/config files that actually worsen the game instead of improving it. There's no secret sauce, no magic.
