As you explore and level up a quest will pop up instructing you to make your first territory.
Pick a location and once you have your territory and you are happy with the layout, open the build menu.

It looks like a computer mouse with the button highlighted on the left hand side
Next look for the tab named "Blueprints".

From here it should be pretty easy to find what you need.
It's important to note that you can move your territory as long as there is space from anywhere on the map as long as it's off cooldown.
