You can gain both achievements in the bathroom; you need to open the drawers. For the cologne achievement, you need to spray yourself in two locations.

nvm, reloaded my bathroom save and as soon as i touched the female perfume, the achievement unlocked, derp :buzzed:

1 spray is the right amount of edu da toilette or however the french say cologne, furthermore im still missing 1 achievement, the detective one, hmm.
