Report a translation problem
1) As you said, highways. This isn't optimal due to pollution and noise.
2) Make a separate pedestrian path parallel to the arterial, either temporarily or permanently. Place the path, zone whatever you need to zone, and then you can delete the path again.
3) You can disable zoning by using the mod "Zoning toolkit". This is honestly the easiest way to do it.
Really good question though. I'll try to add it in the guide somehow.
Also should the arterial roads also not have services on them?
Still, cars are trying their best turning around, crossing yellow lines, occupying bus lanes etc.
Just the same version of reality.
