There is a way to still download the Arbook as a PDF, if you own the DLC.

PDF gone?
I saw that most negative reviews are from people that are upset the Artbook is not avalible as a PDF anymore.

The currently only available formats are epub and mobi. The PDF is gone forever... or is it?
tl;dr
Puting this here for the people that are not interested in details.

Open steam console:
Windows:
steam://nav/console
Type that in your browser and press enter.

Linux:
steam -console
Run that in your Terminal.

Run this command in the Steam Console
download_depot 698670 2023230 6477270887077318937
and your file should download.
But how does it work?
I remembered this guide i read a while ago on how you can download older versions of your Steam Games.

Basically you have to know 3 things: App ID, Depot ID and Manifest ID.
App ID is to identify the Game, Depot ID is to identify what Content of the Game (Basegame or which DLC) and the Manifest ID is which version of the Content.

You can look up all of those super easy on SteamDB[steamdb.info].

How to find the IDs
When visiting the Scorn SteamDB Page[steamdb.info], you will notice the App ID 698670 is displayed at the top of the page.

To locate the Depot ID, scroll down to the Depots tab where all Depot entries are listed.
Among the entries you can find the Scorn Artbook Depot with the ID 2023230.

After accessing that Depot site, you will find a list of files. Here you can only find the mobi and epub.

To find the Manifest ID for the PDF Version, navigate to either the Manifest or History section.

On the History you can see, that they removed the pdf and added the two other files.
The Manifest we need to download is before that change happend with the ID 6477270887077318937.

Use the Steam Console to download the Manifest
With the App ID, Depot ID and Manifest ID you can download that specific Manifest.

To do that you have to open the Steam Console on your Client.

For Windows:
Open the Steam Console on your client by typing
steam://open/console
in your browser and pressing enter.

Refer to this guide for more detailed instructions and alternative methods.

For Linux:
Launch the Steam console in your terminal by running
steam -console
Or if you installed Steam through flatpak
flatpak run com.valvesoftware.Steam -console

Once the console is open, run this command
download_depot 698670 2023230 6477270887077318937
This will start the download (not showing progress).
Once the download is complete, the location will be displayed.

Navigate to the displayed location, you will find the Artbook in PDF format.
