Stir-fry diced chicken, red and green bell peppers, garlic, ginger, and dried red chilies in vegetable oil. Add a sauce made of soy sauce, rice vinegar, hoisin sauce, Shaoxing wine, cornstarch, and sugar. Combine with peanuts and green onions, and serve hot with rice.
