The meet up is not random, she texts you in a few days. Just pay attention to the text messages and the times you can meet her.

I think I spammed through her message. Cause I remembered I click for the side job already. So I can’t rollback to see the message. Is the meetup random? Do I have to replay the game?

You need to look for a job on the computer to get the offer from Wu Xin. From page 57 of the guide.

"After your Figure stat is 900 use the computer in your room to look for a job.
Select the Personal Trainer job that appears. Fill in the information. This is a side job
and will not replace your regular job. It will also can be done after normal work hours. A
few days after you apply, you will receive a text message from Wu Xin, telling you when
she will be available."
