I just tested here on my end, and the downloads were successful. I have some recommendations that may help in your case.
First of all, you deserve an explanation. Error 403 is normally caused by Google Drive deciding that a file was downloaded too many times. There's no actual counter for it, and this usually happens to larger files (>= 600 MB).
So, to the recommendations:
1 - Run the setup as Admin, as windows may decide that you are downloading too much stuff and block it (Another possible reason for 403, although more rare).
2 - Make sure you're connection is stable (I do not believe this one is the issue, but who knows right?)
3 - Try again in a few minutes, as GDrive may lift the restrictions for your IP address.
Would you mind telling which file failed to download? I was hoping to have a failure here too, but it didn't happen (The setup states that it is 'Downloading Additional Files...' and lists the file name in the line below).

Right, I'll check what's going on here, I'll report back here as soon as I have an update.
I reverted the packages to Google Drive, and I updated the installer.
I'm currently writing the devlog for version 8.2, but basically I split the larger package in the installer to prevent GDrive from claiming that the magic quota" was reached.
Therefore, the installer is back up, and probably for good this time!
I'm also working in one fail safe option too. But I will only release this if necessary. For now, let's see if GDrive will comply.

PixelDrain decided that I was using a direct link, and it seems that direct links are premium features (Wow, thanks a lot PD).
I'm already checking here to see if there is another viable way to get it to work. As soon as I have a solution, I'll report back here.
